External Transport Manager

An External Transport Manager is essentially a freelance consultant who is a competent, qualified professional, ensuring your company's compliance in various aspects, from vehicles and drivers to tachographs and defect reports.

 

MAGG offers External Transport Managers for companies that don't require a full-time transport manager. We provide a cost-effective and operationally suitable solution tailored to your needs. The external transport manager not only ensures compliance but also contributes to fuel economy, H&S policy status, and driver training development, among other aspects.

 

Key Duties:
  • Continually maintain and review compliance systems to ensure that they are fit for purpose, effective and efficient.

  • Address any issues such as roadside prohibitions, annual test failures etc.

  • Necessary changes are notified to the TC in accordance with latest operator licence legislation.

  • Keep up to date on all legislation.

 

Driver Admin:
  • Working time records are kept for a period of no less than 24 months.

  • Drivers hours records are kept for a period of no less than 12 months

  • Drivers hold the appropriate licence for the vehicle they are driving (including non-GB vocational drivers from EU member states who are required to register their driving licences with DVLA within 12 months of being resident)

  • Drivers’ licence checks

  • Hold a valid driver CPC qualification (DQC) where required

 

Driver Management:
  • Compliance with the driving hours rules (EU or Domestic Hours rules)

  • Recording of driver's duty, driving time and rest breaks on the appropriate equipment or in drivers’ hours books 

  • Download and store data from the vehicles were required. At least every 90 days and from the drivers’ tachograph smart cards, at least every 28 days

  • Drivers’ hours records are retained and are available to be produced

  • Working records are retained for the purposes of the Working Time Directive (WTD) and that they are available to be produced during the relevant period

  • Drivers have received the necessary training in order to operate all relevant vehicles and equipment

  • Contribute to relevant training and subsequent disciplinary processes as required.

 

Driver Operations:
  • Completion and submission of driver defect sheets recording any reporting any defects present

  • Breaks and periods of daily and weekly rest (as per the relevant regulations which apply) are taken as required for mobile workers and drivers.

 

Vehicle Admin:
  • Vehicle maintenance records are retained for a period of no less than 15 months

  • Vehicles are specified as required and operator licence discs are current and displayed correctly

  • Vehicle payloads, height indicators, and tachograph calibrations are correct, displayed where appropriate and up to date.

  • Certificates of insurance for company cars, commercial vehicles, and plant are present and valid

  • Maintenance planner is present with PMI dates at least 12 months in advance, including MOT and other testing/calibration dates.

 

Vehicle Management:
  • Vehicles and trailers are kept in a fit and roadworthy condition

  • Reported defects are recorded and repaired promptly

  • Vehicles and trailers that are not roadworthy are taken out of service

  • Vehicles and towed equipment are made available for safety inspections, service, repair, and statutory testing

  • PMI and other testing and calibrations are carried out within the notified O-licence maintenance intervals 

  • Ensure contracts are in place with external maintenance suppliers communicating regularly and where necessary involve manufacturers, hire companies, dealers etc. as required

 

Restricted O Licence:

Although restricted operators aren't legally required to employ a transport manager, they must comply with the same legislation as standard or international license holders. MAGG offers a retainer service to keep you compliant, supporting you in various areas such as:
